"I don't think school headmasters can recommend whoever they want as there will be oversight mechanisms that go with this plan," she said, "high schools should formulate evaluation standards too."
"It's not the headmasters who call the shots," said He Shiming, head teacher of the 3rd grade in a public high school in Xicheng District, Beijng, "the recommendation list will be announced and anyone who has objections can use the oversight mechanism."
Although education experts and teachers from high schools support the policy and believe in it, parents and students still question the impartiality of the plan.
Zhang Yu, a family member of a senior year student said that he thought the policy was good for those students who performed poorly in the University Entrance Exam but schools would control the quota of recommended students and underhand activities cannot be totally prevented.
"I strongly doubt this policy will work," said a senior grade 2 student named Kong Xiangyu from Yuxin High school attached to Capital Normal University.
"It's unfair. Nepotism cannot be avoided despite the existence of oversight mechanisms, and I also want to know what kind of methods will be imposed to oversee this policy and whether they are effective," Kong said.
According to Peking University's office of enrollment, the recommendation quota will be handed out to high schools within a week.
